In their FAQ I suggest you look at the different methods of altering levelling up, as you ca imagine with two huge games in one you reach the level 50 cap quickly. They added in workbenches and stuff in a few areas so you can do the new NV things in DC. This means extra NV features like ADS, cooking, crafting, workshops, reloading benches and the companion wheel are added in.
I think they intend to add FO3 faction relations at a later stage, it's still a beta at the moment and basically a complete port of FO3. I'm honestly not sure, I imagine they still do. The Talon Mercs and Regulators show up only in the Fallout 3 World
The perks are mashed into one big list for when you level, so the extra Fallout 3 perks I guess you could say are added to New Vegas. I did the main FO3 quest with Cass and EDE in tow. Guns items etc can be taken with you to and from both areas freely.
